Report on the potential uses of the captured Spanish ships Asia and Constante, suggesting they be used to extend and stimulate the commercial activities between California, Asia, and Manila, and to protect the Mexican interests on the west coast. Docked at Monterey, the ships could sail north to Bodega Bay and drive out the Russians.
